Citing the enfranchisement of blacks in South Africa, today President Nitkin attended a meeting of Parliament and asked Parliament to vote on a bill granting all citizens over 18 the right to vote. The measure passed unanimously. A second vote was taken and also passed unanimously that creates eight new seats in Parliament dedicated to Cubnian representatives.

After the second vote, which coup leader in which coup leader Ratner was an unenthusiastic participant, President Nitkin declared a recess during which he intends to distribute additional legislative proposals regarding Cubnian status to Parliament for their consideration.

Attention Cuborican Citizens: This doc will serve as an informal agenda for Monday's parlaiment meeting. Write and outline in full detail any programs that you wish to propose at the meeting. Once you do, there will be a general election followed by a parlaimentary vote on each program.

No Cubnian Left Behind Plan:

900 million dollars will be taken  out of the Cuborican treasury and invested into building 3 thousand public schools (1000 elementary schools, 800 middle schools, 700 high schools, and 500 Universities) in rural areas. They will be built in high concentration outside all cities, and in lower concentration in the rural areas of central Cuborica between

Detroitsky and Isayero. Each school's funds will be allocated thusly:

· Teacher training and reorientation $100 000
· Bursaries for training of Sign Language Interpreters (2) $40 000
· Training of Deaf activists as counsellors/instructors $15 000
· Training of houseparents $5 000

Parliament censures  Radical Freedom Party party leader Gandleman to end his disruption of the historic developments in Cuborica's legislative history. Riders were attached to the Nitkin proposal calling for an end to ethnic discrimination in all employment practices. Nitkin then recommended the legislation be put out to a general referendum thereby allowing newly enfranchised Cubnians to voice their opinion on the proposed laws. Parliament adjourned at 7:53 to allow representatives to return to the their districts to meet with their constituents about the bill.

Gandelman, in defiance of his censure called out for the disbanding of Parliament and the holding of new elections.

The text of President Nitkin's speech follows.

Now that the Cuborican government is once again secure, I must take this opportunity to condemn the horrible, malicious crime that has been committed against the nation of Cuborica. Both my own brutal arrest and the cold-blooded murder of my Vice-President were acts of cowardice that served no purpose other than to funnel the blind rage of misguided radicals who seem to believe that their own power is more important than the future of this country. This horrific atrocity was a massive step backwards for this nation, and now that justice has been restored, I plan to bring it forwards.

My administration was accused of inaction with the issue of Cubnian education and justice, at which time this new Boreacan regime crafted a poorly planned, unorganized, and illusive education plan that was entirely implausible. Perhaps these rabble-rousers missed the part of my previous press release in which I laid out a specific program called the No Cubnian Left Behind program, which laid out exactly where schools were going to be built with how much money, and how such money would be obtained. The only reason this plan has not yet been put into motion is that the Boreacan representatives in parliament have yet to approve it.

In their attempt at destroying this country, many of the bloodthirsty Boreacans have defined the very meaning of hypocrisy: They refuse to support our programs, and then accuse us of inaction! They say they want to help the Cubnians, and then craft a ridiculous scheme in an attempt to appease them! They say they stand for justice and equality, and then they install a martial law of dictatorial control! And worst of all, they say they want peace, and then they begin a violent, murderous rampage of destruction!

As they themselves said, the main reason for their coup was that my administration did not act to resolve the Cubnian oil strike. But their only action while in power was to arrest peaceful Cubnian protesters for doing nothing other than standing up for what they believed in. Does that sound like progress to you?

The greatest difference between our restored democracy and the Boreacan regime is that I wish to work with my Cubnians friends, not against them. That is why today I will convene parliament and ask it to vote to immediately give all Cubnians the right to vote, using the untouchables of 1949 India as precedent. Not only this, but we will vote to add seats to the parliament specially dedicated to members of the freedom party, citing the instating of the Lebanese government as historical backup. This is, of course, on top of the enacting of No Cubnian Left Behind Plan. Provided that the Boreacan parliament members approve these programs, I can assure you that all of them will become realities. I am also working out a way to allow Cubnians to live freely in all Japican settlements, though I have not yet found historical precedent.

I am asking all Cuboricans to support my progressive policies, and to put down their weapons in return for following the path to peace.

The Nation of Cuborica was stunned this evening when the Aforean Air Force airlifted Former President Alexander Ellis Nitkin to the capital of Cuborica in Selassiegrad. Nitkin has been in exile in Aforea since the coup that occurred during his state visit to the United States last month. Earlier this week Aforean Premier warned the continent, Cuborica in particular, that they would not tolerate tyrannical affronts to democracy and democratic people. "President Nitkin is the rightfully elected leader of Cuborica," said Bean, "and he must hold office until the voters of Cuborica vote him out of office in favor of an alternative candidate. No democratically elected leader should resign under paramilitary duress." She cited as precedent the actions taken by U.S. President Clinton when he restored Jean Bertrand Aristide to power in Haiti. Given the recent enactment of martial law by what she called "Boreacan insurgents," Premier Bean said that Aforean troops would remain in Cuborica to ensure the safety of President Nitkin. "If necessary, the troops will stay until free and fair elections have been held in Cuborica,"

No Boreacan rebel leaders were available for comment. Premier Bean made no mention of the plight of the Cubnians in Cuborica.
 

Aforea Takes Hard Line Against Boreacan Coup

Claiming that they were not motivated by their own Japican ethnic ties, the Aforean Premier denounced yesterday's coup in Cuborica calling it an "tyrannical affront to democracy and democratic people on the continent." Premier Bean has issued an ultimatum: if Jacques Blaque, the suspected leader of the Boreacan coup and his associates do not return President Nitkin, the person elected by the voters in Cuborica, to his position, they will escort him back to power under military escort. At such a time, Parliament is then within its right to call for free and fair elections.

Demonstrators Arrested

Cubnian protestors participating in the Freedom Party demonstration were arrested today by local police forces. Estimates are that over 250 demonstrators were arrested; there was no violence and there are no reports of injuries.

In a demonstration of clemency, self-appointed executive Ratner pardoned the arrested demonstrators citing the changing social climate of the 1960s United States as precedent for his humanitarianism. Critics claim he is trying to curry the favor of the Cubnians, a group potentially dangerous to his leadership given their historic mistreatment under previous Boreacan administrations.

President Ratner attempted to convene Parliament, but struggled to gain the cooperation of all representatives assembled. Calls for martial law were heard from the gallery. Ultimately Ratner offered freedom, economic equality and suffrage to the Cubnians. The National Alliance Treasury Secretary, in response to representatives' questions said that money would be funneled from currently existing programs to new programs designed to address Cubnian needs. Representatives are confused and frustrated by the lack of clarity of the plan. When pressed the Treasury Secretary admitted that the Boreacans did not have a set amount of money in mind, nor had they decided which programs to cut.

Japicans expressed concern that they didn't know what was being discussed because there was no plan.

No mention was made of the Boreacan members of Parliament who attended the session in military fatigues. Such news may encourage actions on the part of Aforea to be expedited.

Parliament adjourned after creating a National Alliance-Common Sense joint task force to discuss specific legislation.

Despite his frequent attempts to convene an audience and address the nation about the demands of the Cubnians, Freedom Party party leader Gandelman temporarily gave up in disgust.

Once finally able to speak, Gandelman invoked the spirit of other freedom fighters in history when he mounted a desk and proclaimed: "We know through painful experience that freedom is never voluntarily given by the oppressor; it must be demanded by the oppressed. One has not only a legal, but a moral responsibility to obey just laws. Conversely, one has a moral responsibility to disobey unjust laws. That is why I approach the Cuborican Nitkin administration and the parliament today. Two dozen Cubninan men, women, and children were slain last week outside DaNangistan. Such disaster is unacceptable. The strike of the Cubnian refinery workers has cost the Nitkin administration $180 million every day in production stoppages. While deprived of political and economic privileges, we Cubnians posses tremendous power at the fundamental core of the Cuborican economy. As I approach this parliament today, we Cubnians demand representation by enfranchisement. Our deprived population also requires free public education along with equal job opportunity. Until these demands, this strike will continue…..peacefully."

The speech concluded with a march by striking Cubnian refinery and industrial workers.

Today, in a demonstration of ethnic solidarity, Cubnian refinery workers walked off the job in all refineries in the province of Ricastan. A Cubnian spokesperson said that their demonstration was intended to draw attention to the seriousness of their plight and denial or human rights.
80% of the national budget of Cuborica is derived from the revenues of the oil refineries. Production stoppages cost the federal government approximately $180 million each day.

Left out of talks about the future of Cuborica under the new leadership of President Nitkin, the Boreacans convened to discuss their position in the decision-making hierarchy. Rogue members of Boreacan and Cubnian leadership also convened in closed door talks which an insider reported kept stalling over the point of Cubnian disfranchisement.

At the same time ranking members of the National Alliance and Common Sense parties met behind closed doors to try to forge an agreement based on ethnic and economic interests.

Newly elected Cuborican President and Minister of Domestic Affairs Dodd began meetings today with Cubnian Freedom Party leader Gandleman. Unidentified sources claim that talks are focusing on the future of Cubnian status in the economy, occupation of the Rhine Strip and allocation of oil revenues. Cubnian demands include the breaking up of the townships and integration of Cubnians into areas and neighborhoods from which they were previously banned.

No representative of the Boreacans was included at the talks.

Cubnians Found Slain: No Suspects Named in  the Attack

violence against Cubnians in the townships, a group of almost two dozen Cubnian men, women and children were found slain in the road just outside DaNangistan. Early reports say that they may have been refinery workers heading home to the townships. No one from the Freedom Party was available for comment. The Nitkin administration is so far silent on the matter and no one has claimed responsibility for this latest rash of anti-Cubnian violence.

Let me first express my feeling of extreme sadness upon hearing of the terrible violence that occurred the other day outside Danangistan. I believe that this horrible attack was yet another product of the unruly and entirely un-called-for prejudice that has come to plague Cuboricans everywhere. Such reckless terrorism as yesterday’s massacre can no longer be tolerated in this great country, which is why my very first action as president will be to allocate 500 million dollars to a new police task force whose responsibility is to prevent terrorism and ethnic hate crimes in all of Cuborica, especially in places like Danangistan where such crime seems most prevalent. My chief goals as president include not only the elimination of ethnic discrimination, but to create a system of total ethnic equality in which Boraecans, Cubnians, and Japicans can have equal voice in a unified Cuborican government.

 I wish to discuss with Cubnian and Boreacan officials regarding the creation of a new Cuborican Congress, containing equal members of all parties. Such a congress would  contain have complete authority over any single person, especially me. Surely some might ask why I want equality, and whether I am only trying to give Japicans more power than they deserve. But I want governmental equality not only because it is right, but because partisan politics are exactly what this country needs: a system where each party can express its own wants and needs to the point where we are bound to reach disagreements, but remain completely civil in doing so.

            Cubnian and Boreacan officials have expressed to me the issues that they most care about, and I assure them that their needs will not be forgotten. One of my first orders of business as president will be to to launch an economic program to ensure that all Cuboricans are taxed equally on every measure, no matter their ethnicity. It has it has come to my attention that some groups have been unfairly taxed while others reap the benefits. This injustice will not stand any longer, and I am confident that my new program will eliminate it.

            After the economic situation has been quelled, my next order of business will be to launch a massive education plan to ensure that all Cuboricans have access to privileged schooling. This program, called the No Cubnian Left Behind initiative, will entail the construction of schools and universities as well as the hiring of new teachers all over Cuborica. Illiteracy be a formidable adversary which we must fight to stop. Right now we only allocate about 2% of this country's 60 billion dollar revenue to education, and I propose that we dip into our treasury to invest about 1 billion additional dollars in our education plan.

But as we all work together to benefit this nation, we must face a harsh truth: the different parties and ethnicities of this nation cannot look to fight each other, but they must see the real enemy at hand: the despicable nation of Bosgovnia. The evil Bosgovnians currently overrun a territory which, historically, rightfully belongs to our beloved Cuborica—this 140 square mile haven of vast oil, fertile farmlands and countless other invaluable resources is known as the Rhine strip. This area must be reclaimed in honor of our great Cuborican forefathers, and in protection of all our posterity. So take up arms, brave Cuboricans, and help fight the righteous fight against our Bosgovnian oppressors! It doesn’t matter whether you are Japican, Cubnian or Boreacan; when we fight for our honor, we each need only say one thing, and say it loud enough for every miscreant in Bosgovnia to hear: I’m a Cuborican, and I’m proud to fight for what I believe in!

 Once we regain our precious Rhine strip it will not be designated for only one ethnic or political group, but as a place for Cubnians, Japicans, and Boreacans to live together in peace. Let this be one of our first resounding acts of unity: to delegate a place that is not dominated by any one culture, race, or creed. No longer will loyal Cuboricans be segregated from one another! No longer will vicious hate crimes be carried out among us! And no longer will Cuboricans blame fellow Cuboricans for issues that can be disputed peacefully! God bless peace, God bless equality, and God bless Cuborica!
